Ridwaan Saber, Yusuf Jamal, Ebrahim Khan, and Mohammed Ballim appeared before the Palm Ridge Magistrates’ Court on 09 November 2023.
The four individuals were arrested by the Hawks’ Serious Commercial Crime Investigation for their alleged involvement in a case of fraud and theft amounting to approximately R5.74 million.

According to the information provided, the accused are said to have submitted fraudulent procurement orders to the complainant, claiming to be from the Department of Health. The complainant, believing the orders to be legitimate, supplied them with personal protective equipment (PPE) equipment worth R5.74 million.
However, it was later discovered that the goods were never received by the Department of Health, nor were the payments made. The complainant unknowingly handed over the goods to the suspects, assuming they were for delivery to the department.

During the court hearing, three of the accused, namely Ridwaan Saber, Yusuf Jamal, and Mohammed Ballim, were granted bail of R8,000 each. Ebrahim Khan, on the other hand, was granted bail of R5,000.
The case has garnered significant attention as it highlights the prevalence of fraudulent activities in the procurement process. The Department of Health, as well as other government entities, are often targeted by individuals seeking to exploit the system for personal gain.
