R47m 2010 world cup tender fraud, more arrested are expected



Five more arrest expected in the 2010 world cup tender fraud. The accommodation tender scam involving Durban business man Thoshan Panday, former SAPS Colonel Navin Madhoe and former Provincial Police Commissioner Mmamonnye Ngobeni.

Their pre trail hearing is postponed to 8 February 2021 for, on Thursday they appeared in Durban Magistrate’s Court. The trio appeared in court fro the 4th time since the rise of allegations, says investigative Directorate spokesperson Sidisiwe Twala.

The forth accused, former Police Captain Aswin Narainpershad, failed to appear in court because he was observing Covid-19 protocols. A warrant of his arrest was issued, but stays pending the next appearance February 2021, said Sidisiwe.



The state advocate submitted a racketeering certificate signed by the National Director of Public Prosecution along with a racketeering indictment, this was directed by the court on November 2020.

The police are accused of colluding with Panday to receive contract from the KZN police in 2010. Mmamonnye Ngobeni faces curruption charges related to the payments made towards her husband’s birthday party, a failure to disclose the benefits received from Panday as well as a charge defeating the administration of Justice. Said Twala.



R2 million bribe was offered to General Johan Booysen to subvert the investigation against Thoshan Panday and Navin Madhoe, this is the allegations of Panday connived. On additional, he is also accused of scheming with the accused to defraud the police.

The two guys are facing charges at least 230 relating to fraud, corruption and defeating the end of Justice. Ngobeni and Aswin are also facing at least 230 charges same as Panday and Madhoe.

Mmamonnye Ngobeni handed herself over to the police and was granted a bail, this happened when allegations were rising high. The funds she received funded her husband’s birthday party which was hosted at an upmarket restaurant in Durban.
